Request for Proposal to Provide Tax-Exempt, Bank Qualified Financing -Stormwater Revenue Notes, Series 2019A and Series 2019B

Scope: This RFP is being facilitated by Hilltop Securities. If you are interested in submitting a proposal, please contact Mark Galvin, Managing Director at mark.galvin@hilltopsecurites.com. The City of Palm Coast, Florida (the “City”) is seeking proposals from various financial institutions for a bank qualified tax-exempt fixed rate bank loan in an aggregate principal amount not to exceed $5,375,000. Proceeds of the Loan will be used to finance capital improvements and equipment for the City’s Stormwater System. The City has a $26M capital improvement plan to be funded by debt over the next five years with approved rate increases by the City Council and the Loan will finance the first phase of the plan. The Loan will be evidenced by two notes to be designated as Stormwater Revenue Note, Series 2019A and Stormwater Revenue Note, Series 2019B respectively.
